AI Factory

The AI Factories initiative is a strategic programme launched by the European Commission and the EuroHPC Joint Undertaking to support the development of a secure, sovereign and competitive AI ecosystem across the European Union. These Factories are designed to cover the full lifecycle of artificial intelligence, from research and experimentation to training, deployment and scaling, with a strong focus on trust, data protection and cross-border cooperation.

On 10 December 2024, the European Commission announced the selection of the first seven AI Factories, each based in a European centre of excellence for computing and digital innovation. Supported by a combined €1.5 billion in European and national investment, these Factories will act as operational hubs for AI development across the continent. 

Each AI Factory brings together high-performance computing infrastructure, secure access to high-quality datasets, and a range of services tailored to public and private users. Together, they form a federated network that reinforces Europe’s digital autonomy and strengthens its leadership in trustworthy, human-centric AI. 

Luxembourg was selected as one of the first seven host countries for an AI Factory, reflecting the country’s leadership in secure digital infrastructure, responsible data governance and collaborative innovation. The Luxembourg AI Factory is co-led by the Ministry of the Economy and the Ministry of Higher Education and Research and implemented by a national consortium focused on making AI development more accessible, ethical and impactful. 

At its core is MeluXina-AI, a new supercomputer operated by LuxProvide and designed specifically for AI workloads. It provides sovereign, high-performance computing capacity for training large models, processing complex datasets and supporting experimentation at scale. 

But the Luxembourg AI Factory extends far beyond infrastructure. It provides a complete environment for AI innovation, combining computing resourc                              es with expert support and a strong national ecosystem. Services include:

Trusted, Secure and Sovereign 

Like all systems operated by LuxProvide, MeluXina‑Q will be hosted in Luxembourg’s Tier IV data centres, and covered by our ISO 27001-certified information security framework. This ensures continuity with the security and compliance guarantees already in place for MeluXina and MeluXina‑AI. 

The system will be connected to national infrastructure and to the broader EuroHPC network, enabling access under Luxembourgish and European data protection regulations. 

MeluXina‑Q is co-funded by the EuroHPC JU and the Luxembourg government.

The system is part of a broader effort to build quantum capacity across Europe, while reinforcing the country’s long-term commitment to secure and accessible digital infrastructure.
